PGMASK is hardcoded in groovy templates:
interp:vm-vm_CORENAME.cpp.gtl: line 215
tcc:vm-vm_CORENAME.cpp.gtl: line 236
llvm:vm-vm_CORENAME.cpp.gtl: line 247
so currently it is not possible to generate a code without having PGMASK set in .core_desc file.
