Add an irq_state field to struct sbi_irqchip_hwirq_data with a single
IRQ_ENABLED flag (bit 0) to track whether a hardware interrupt has been
enabled via the irqchip framework. Set IRQ_ENABLED in
sbi_irqchip_unmask_hwirq() when the unmask callback is invoked.
Add sbi_irqchip_get_irq_state() as a private inline accessor and expose
sbi_irqchip_is_irq_enabled() as a public API for drivers to query the
enabled state of a hardware interrupt by chip pointer and hwirq number.
Refactor imsic_local_eix_update() to operate on a single interrupt ID
instead of a base+count range, simplifying the CSR bit manipulation to
a direct BIT(id) write without the inner loop. Update all call sites
accordingly.
Use sbi_irqchip_is_irq_enabled() in imsic_warm_irqchip_init() to
restore per-EIID EIE CSR state on warm boot and HSM resume based on
the saved irq_state, replacing the previous blanket disable of all
interrupts. This ensures that EIIDs enabled during hotplug/warminit
cycle are correctly re-enabled on the resuming hart without requiring
software to re-register or re-unmask each interrupt.

Rewrite imsic_process_hwirqs() to use container_of() for instance
lookup, validate ownership via imsic_current_hart_owner(), mask
IMSIC_TOPEI_ID_MASK on the raw CSR value, and dispatch non-IPI EIIDs
through sbi_irqchip_process_hwirq() instead of an open-coded switch.
Rewrite imsic_warm_irqchip_init() to resolve the imsic_data instance
via container_of() from the sbi_irqchip_device pointer, and skip
initialization silently for harts not owned by this instance.
Extend the sbi_irqchip callback set:
- hwirq_setup: registers sbi_irqchip_raw_handler_default for the EIID
- hwirq_cleanup: clears EIE and EIP bits for the EIID on the owner hart
- hwirq_eoi: no-op as claim/ack is already performed by CSR_MTOPEI
read in imsic_process_hwirqs()
- hwirq_set_affinity: reprograms the upstream MSI source via
imsic_program_msi() to retarget the interrupt to the new hart
- hwirq_mask: clears the EIE bit for the EIID on the owner hart
- hwirq_unmask: sets the EIE bit for the EIID on the owner hart,
skipping IPI (EIID 1) and non-owner harts
Add imsic_compose_msi_msg() to compute the MMIO target address for a
given hart and EIID by walking the imsic_regs array and applying file
and guest index offsets.
Add imsic_program_msi() that composes an MSI message
and delivers it to the upstream interrupt source via
sbi_irqchip_write_msi(), enabling APLIC TARGET register programming
from the IMSIC driver.
Migrate imsic_cold_irqchip_init() to the instance-based model:
preserve any pre-configured target_harts mask set by platform or FDT
code before applying the imsic_device template, falling back to
sbi_hartmask_set_all() only when no mask was provided. Register the
irqchip and reserved EIIDs on the embedded irqchip rather than the
global singleton.

It is possible to have platform where an irqchip device targets
a subset of harts and there are multiple irqchip devices to cover
all harts.
To support this scenario:
1) Add target_harts hartmask to struct sbi_irqchip_device which
represents the set of harts targetted by the irqchip device
2) Call warm_init() and process_hwirqs() callbacks of an irqchip
device on a hart only if irqchip device targets that particular
hart

A platform can have multiple IPI devices (such as ACLINT MSWI,
AIA IMSIC, etc). Currently, OpenSBI rely on platform calling
the sbi_ipi_set_device() function in correct order and prefer
the first avaiable IPI device which is fragile.
Instead of the above, introduce IPI device rating and prefer
the highest rated IPI device. This further allows extending
the sbi_ipi_raw_clear() to clear all available IPI devices.

In addition to saving some code size, this moves the decision about
setting the top-level external interrupt handler to the irqchip core,
not the specific driver, which would be needed to support chained
interrupt handlers.

Currently, each platform keeps track of which irqchip driver is in use
and calls its warm init function. Since the generic platform may use
multiple irqchip drivers, it has logic to track an array of drivers.
The code is simplified and made common across platforms by treating warm
init and exit as properties of the driver, not the platform. Then the
platform's only role is to select and prepare a driver during cold boot.
For now, only add a .warm_init hook, since none of the existing drivers
need an .exit hook. It could be added in the future if needed.

Have the SBI irqchip core keep track of registered irqchip devices. This
is useful for any callbacks the irqchip driver may have, such as for
warm initialization, the external interrupt handler function, and any
future support for handling external interrupts (beyond IPIs) in M-mode.
This improves on the tracking done in fdt_irqchip.c, as it tracks device
instances, not just drivers, so callbacks can target a specific device.

The current mlevel imsic check is only for the platform, which
may cause hart without imsic in the platform to trigger an
illegal instruction exception when initializing imsic. For
example, the platform contains a management hart that only
supports wired interrupts.
This patch will check if each hart supports Smaia extension
before doing imsic initialization to avoid triggering illegal
instruction exceptions.

Currently, we have a smp_wmb() between atomic_raw_set_bit() and
ipi_send() device callback whereas the MMIO writes done by the
device ipi_send() callback will also include a barrier.
We can avoid unnecessary/redundant barriers described above by
allowing relaxed MMIO writes in device ipi_send() callback. To
achieve this, we simply use wmb() instead of smp_wmb() before
calling device ipi_send().

Based on architecture review committee feedback, the [m|s|vs]seteienum,
[m|s|vs]clreienum, [m|s|vs]seteipnum, and [m|s|vs]clreipnum CSRs are
removed in the latest AIA draft v0.3.0 specification.
(Refer, https://github.com/riscv/riscv-aia/releases/tag/0.3.0-draft.31)
These CSRs were mostly for software convenience and software can always
use [m|s|vs]iselect and [m|s|vs]ireg CSRs to update the IMSIC interrupt
file bits.
We update the IMSIC programming as-per above to match the latest AIA
draft specification.

We add simple IMSIC library which is independent of hardware description
format (FDT or ACPI). This IMSIC library can be used by custom OpenSBI
platform support to setup IMSIC for external interrupts.
